GM Recalls 804,000 Pickups and SUVs for Braking Problem Caused by Road Salt; Excluded are Cadillac Escalades and the Cold-Weather and Road-Salt-Rich States of Wisconsin, Minnesota, and Iowa

General Motors Corporation is recalling 804,000 1999-2002 Chevrolet Avalanche, Chevrolet Suburban, Chevrolet Tahoe, GMC Yukon, and GMC Yukon XL sport utility vehicles and Chevrolet Silverado and GMC Sierra pickup trucks in the cold weather states of Maine, New Hampshire Vermont, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Pennsylvania, West Virginia, Ohio, Michigan, Indiana, and Illinois to repair a braking problem. The braking problem arises, per Detroit News, when salt corrodes the bearing case, the corrosion pushes the braking sensor farther from the bearing case surface (which the sensor reads), the increased distance causes the sensor to send a false "lock" reading to the ABS system's computer, the computer reduces braking pressure, and as a result, stopping distance increases.
Through the end of May, GM had reported 228 crashes due to the braking problem, ten with minor injuries.
In November 2004 General Motors had issued a recall of the 2002 Chevrolet Avalanche, the 1999-2002 Chevrolet Silverado and full size pickup, the 2000-2002 Chevrolet Suburban, the 2000-2002 Chevrolet Tahoe, the 1999-2002 GMC Sierra and full size pickup, the 2000-2002 GMC Yukon, and the 2000-2002 GMC Yukon XL in the Canadian provinces of Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland, and Labrador for the same braking problem, but chose not to issue a recall in the northern tier of states of the U.S., saying that the Canadians use a different type of road salt.
By May 2005, enough complaints had been received by the National Highway Traffic Safety Administration to prompt it to investigate 1.27 million GM vehicles in 20 states. The investigation covered the vehicles that are the subject of the announced recall, as well as the Cadillac Escalade sport utility vehicle.
No reason was found for the exclusion of the Escalade from GM's announced recalls other than the remark by GM spokesperson Alan Adler, "Right now, the focus is on these states, for these conditions, for these trucks. The idea is to keep the customer happy."1
NHTSA's investigation also covered the states of Minnesota, Wisconsin, Iowa, Missouri, Delaware, and Maryland, in addition to those mentioned within the announced recall. The Detroit News reports that GM said that the repair data indicated that the braking problem was not widespread in the remaining states. However, it seems likely that in Minnesota and Wisconsin at least as much salt is used as in Ohio or Michigan and that GM vehicles in the more urbanized counties of the former states are at a risk of developing the braking problem that is at least as great as that in the urbanized counties in Ohio and Michigan.
The Detroit News reports that GM dealers will, to repair the problem, remove the braking sensor, clean the wheel bearing case, and apply a zinc-based corrosion inhibitor. For the Canadian recall, Transport Canada describes the correction thusly: "Dealers will remove the wheel speed sensor and thoroughly clean the wheel speed sensor mounting surface on the bearing, apply Zinc-X to the cleaned surface, grease the mounting surface, and check the output voltage to ensure the wheel speed signal is within specifications."2
The repair will be done at no cost to the consumer. If the repair was done prior to the recall, the consumer will be reimbursed, per Alan Adler, if he or she has saved the receipt.
The Detroit News reports that as of the end of July, GM has had 24 recalls in 2005 covering 3 million vehicles. This latest recall bumps up GM's 2005 total by about a quarter.
